Patrick explains that the timing is likely in part due to PPP status, as many banks are accepting forgiveness applications. Proposals for additional stimulus from Congress have also stalled. In the article, he also notes the new $2 million rule, which, to him, seems like the Small Business Administration could forgive PPP loans up to that threshold.
