President Obama issued Executive Order 13658 on February 12, 2014 raising the minimum wage for workers on many government contracts and subcontracts to $10.10 per hour ($4.90 per hour for tipped employees). The Department of Labor published final regulations in the Federal Register on October 7, 2014 implementing the Executive Order.
- The minimum wage takes effect on contracts/subcontractors and “contract like” instruments that are entered into or solicited on or after January 1 of 2015.
- It applies to many, but not all, contracts and subcontracts, and to many, but not all, workers working on or “in connection” with covered contracts and subcontracts.
- It is indexed to inflation and adjusted annually.
