The Phoenix Business Journal quoted Shayna Balch in the August 13, 2014 article "Electronic Cigarettes Throw A Wrench Into Smoking Bans."
Does smoke-free also mean vapor-free?
Employers, restaurants and bars are starting to grapple with that question and whether electronic cigarettes are covered under municipal smoking bans.
Arizona voters approved a statewide smoking ban in public places in 2006. That ban includes places of employment, bars, restaurants, airports and movie theaters.
But Shayna said Arizona’s smoking ban includes tobacco smoke, and not the vapor that comes from e-cigarettes.
That is leaving plenty of gray area for employers, eateries and pubs, she added.
